Comments & Thoughts
Incumbent Supervisor Bill Wucherer was elected to the Town Board in 2022. He worked as the Director of the City of Franklin’s Department of Health and Social Services from 1992 to 2018. He has also served on the Walworth County Department of Health and Human Services since 2014.
“He emphasized a promise to protect our rural identity and conserve our lakes & natural resources.”
Does Supervisor Wucherer want to make the TOET a State Park? He has voted no to any development in the Town other than the Storage Units.
Supervisor Wucherer is being very quiet about the new ordinance regulating storage containers in the Town of East Troy, until after the election when this item is expected to be voted into Town Law. The top line of the official Ordinance states, Whereas…
“…the Days when you can do whatever you please with your property are long gone”
This should scare any town resident who owns property in the Town with the intention of 3 of the current Town Board members including Supervisor Wucherer.
His Questionable Voting Record
on the Town of East Troy Board (April 2022 – present)
These all leave us scratching our heads.
Why does Supervisor Wucher want the Town’s Communications Committee to disband?
Why doesn’t he want to keep the AVT/UTV Ordinance?
Why does he want private funds to run elections?
Why couldn’t he approve the conditional provision for the old DD’s property?
Why would he want the ability to rezone private property without the owner requesting it?
Why does he not want to have public comments at board meetings?
Why is he putting his own best interest before the best interest of the residents of the Town of East Troy?
Why does Supervisor Wucherer vote the same as Supervisor Church and Chairman Klarkowski 98% of the time?
Voted: “NO!”
Supervisor Wucherer was 1 of 3 on the Town board who voted to disband the Town’s Communications Committee with no notice to the volunteers or chairperson/Supervisor Reyes to do so. 5/8/2023 Board Meeting (New Business) –

Per Attorney Mills, the agenda was posted and noticed correctly and the agenda clearly states that there may be action on any agenda item. Therefore, the decisions made were legally and properly noticed. He further stated that there could have been an additional bullet point added to the notice specifying a vote to approve would take place but was not required. With that said, the best practice going forward will be for the additional bullet point. Supervisor Wucherer Voted against keeping public comments at 2 sessions
Voted: “Yes!”
Supervisor Wucherer voted for keeping the private road snow removal contract with the Town because “Those are a lot of votes.” he publically stated. (So, he’s thinking of his own best interest, and not what is in the best interest of the residents of the Town of East Troy.)
Supervisor Wucherer votes with Supervisor Church and Chairman Klarkowski 98% of the time giving them the majority on most of the lake-sanctioned items that come to the board.

Regarding the building of a new Police Garage
2022-09-12 Board Meeting (Unfinished Business) – FROM MINUTES: An update on the Police Garage was presented with the information provided by Kehoe Henry. They addressed building codes and presented other issues to consider. They also addressed inflation, footprint, electricity and other needs to be fulfilled by the building. The current estimated cost is between $400-500,000 for a “complete” building. There were comments that the entire scope of the project changed from what was proposed and approved by the electors and that the costs were viewed as deceptive to the electors. A Visual aid will be created to help educate the public regarding the needs of the Town with deference to the addition of this garage. This will be posted on the Town’s website and FaceBook. Then at the Public Budget Hearing of the Electors in November, there will be a vote to approve or not approve the expenditure within the budget. It should be noted that we do have ARPA and Landfill funds available for this project.
